Betta fish wont breed?

My male Betta fish made a bubble sack but the female wont let him have sex with her. why not?

I'm a breeder and it doesn't happen just like that! lol. you have to preb the tank properly and you have to see if your female is ready for spawning. Like i said, i breed these guys, have experience. i have cross-bred my Crowntail and Vieltail, and these are the fry i'm taking care of now. I have breeded same tails multiple times so i can and would love to help ya if your intrested, but be sure to do alot of work, and test patients because thats all it is. and will help.
